Study On Industry Selection Of Beijing,Tianjin And Hebei Based On Dual Consideration Of Economy And Environment

Under the background of regional economic development,the coordinated development of Beijing Tianjin and Hebei has important strategic significance for building a new capital economic circle and integrating regional resources.The optimization and adjustment of industrial structure and the division and cooperation of different regions and industries are the key to speeding up the integration of Beijing,Tianjin and Hebei and achieving complementary resources.Beijing,Tianjin and Hebei have their own regional characteristics and advantages in environmental resources.Through the integration and interaction of complementary resources and human,financial,and material resources,they can promote the optimization and upgrading of the industrial structure of the three places as a whole,enabling all regions to enjoy the dividends brought about by the optimization of industrial structure.Scientific and rational industrial structure is conducive to stimulating economic growth,making rational use of resources and giving full play to their respective advantages.The industry of high pollution and high energy consumption has a serious impact on environmental pollution and resource consumption.Therefore,it is very important to choose environmentally advantageous industries suitable for local development.In this paper,at first,the domestic and international literature on industrial structure adjustment,environmental regulation,energy consumption and emission level are referenced,and the green industry and the environmental advantageous industry are defined.The theory of industrial structure and the theory of green development are used as the theoretical basis,and the literature analysis method and comparative analysis method are used to understand and recognize.Secondly,from the perspective of the two-digit manufacturing industry,by selecting the index of pollution energy consumption and industrial structure of 20 industries from 2001 to 2015,and making the rationalization hypothesis,quantitative calculation and qualitative analysis to compare the changing trend,the ratio of the change rate of each industry proportion and the change rate of the proportion of the pollution discharge and the energy consumption is taken as a measurement index,so as to compile the green index at the national level and identify the environmental advantageous industry.This is also the innovation of this article.Thirdly,at present,the emission data of sub-regions and sub-industries have not been published yet.This paper assumes that the level of technology in Beijing,Tianjin and Hebei is the same as that of the whole country,and the energy consumption and pollution level are also consistent.A known national two-digit industrial pollution and energy consumption data is used to verify the proportion of industrial structure and pollution energy consumption in Beijing,Tianjin and Hebei,and to analyze whether the industrial structure changes in Beijing,Tianjin and Hebei meet the green advantage industry standard.According to the results of this paper,the profit ratio and industrial structure change of 20 industries in Beijing,Tianjin and Hebei from 2001 to 2015 are clearly analyzed,and the environment advantageous industries suitable for local development and their development prospects are pointed out.The 20 industries are divided into better,general and poorer three categories according to the competitive conditions and environmental emission reduction efficiency,to further study the industrial structure changes and adjustment status of Beijing,Tianjin and Hebei.Finally,on the basis of the previous theoretical research and comparative study,a large number of data collection and calculation,chart analysis were used to propose countermeasures and suggestions for the cultivation of competitive industries,rationalization of industrial structure,and sustainable development of regional industrial structure in Beijing,Tianjin and Hebei.
