International waters, refers to a river or a division of a river which is used as the border dividing line between two or more countries, or the waters under the territory, including ocean.. Due to its specific geographical location, no nation has attached less importance to international waters. The paper mainly studies Dandong harbor of important harbors. The port of Dandong is located in the northeast of Liaodong Peninsula, on the west bank of the Yalu River estuary, with Yellow Sea on its south and Korean peninsula on its east. It is the northernmost Ice-Free port on the mainland coastline, and an important boundary port. The port of Da dong of The Port of Dandong is referred to the core port area, adjacent to the territorial sea boundary between China and North Korea, closed to the Yalu nature reserve. However, along with the expanding of its size, the pollution prevention and management measures are imperfect. Once oil spill or other serious risks happen in our waters, it is likely to cause serious influence under the function of the wind and tide on north Korean waters. If the emergency treatment is inappropriate, it will pollute directly the North Korea’s silk island coastline, and then bring international disputes, which will cause irreparable damage to national and regional development.The paper investigated the pollution prevention and control measures of the advanced ports at home and abroad, the international cooperation about the environmental protection of the bounder waters, as well as the environmental cooperating situation of China and North Korea on the Yalu River and the Yellow Sea. In this paper, on the basis of research on marine ecological environment of the port of Dandong, current development situation of port area and the number of the arriving ships, we know the sensitive region. So the Sino-North Korean border waters security assessment is a key to prevent the pollution. The construction and operation period of Dandong port may produce pollution source, to which it needs to go strict recognition. There will play an important influence on the following assessment to sudden accident such as oil tankers, dangerous chemicals cargo ship in navigation, the process risk of loading and unloading in berthing. Through estimating probability of oil spills and oil spill, hazardous chemical spills model analysis, the main target is for establishment of the simulation model, and when leakage happens, the pollutants move the trajectory. This paper predicts unfavorable influences on North Korea and the surrounding sensitive waters of the nature reserve, Finally not only on the basis of emergency preplan and equipment the port of Dandong existing, but also according to analysis result I put forward to some suggestions like to strengthen harbor’s risk management,to increase equipment allocationadvice and to constitute the perfect emergency manual and so on moreover, I try to establish division cooperation maritime department between countries whose key is the prevention and control of Marine pollution emergency plan on boundary waters, thereby to realize harm minimization of the pollution accident.
