Today, due to its enormous harm, oil spills at sea have been more and more important, so as to the layout optimization problem of oil spills rescue base.The Marine oil spill has characteristics of sudden, wide distribution, great harm and long duration. It is also easy to spread and make a great harm to the environmentally sensitive resources,and related industrial chain, and its harmful levels could straight up over time. So after the appearance of accident, carrying out the effectively rescue work in a timely manner is essential. The rational distribution of marine oil spill rescue base has a critical influence on the effectiveness of the rescue work. At the same time, the rational distribution of marine oil spill rescue base is a way of optimization and co-ordinate arrangements of resources, so it can help avoid the waste of resources and reduce redundant construction in order to save the social and economic costs indirectly.However, since the maritime emergency location problem is different from the ordinary land-based location problem, which has more complexity and uncertainty, the layout optimization problems of marine oil spill rescue base are more complex. First, the definition of risk level of the sea area is a very difficult question. Due to its complex and changing conditions, maritime accident is influenced by many factors. Carrying out the distribution of risk of sea waters accurately is the basis for follow-up site. When the analysis of risk is completed, due to the differences between the traditional cost-constrained location model and emergency rescue base model, more research and work is still needed.With the help of analysis capabilities of geographic information system, After summing up the past work of experts and scholars, this paper finished risk analysis and created risk points as well as its assignment. Then the layout optimization of marine oil spill rescue base is studied using the maximum coverage model. After that, the appropriate amount of the construction of the sea rescue base is discussed, and eventually passed the instance of the verification.
