Villages and towns are special areas which connect cities and countries. As locatedaround cities, villages and towns have received a lot of benefits from big and moderatecities, and meanwhile, they play an important role in promoting their surrounding ruraleconomy, socjal development and living quality. However, in construction process,decision makers in villages and towns only pursue the economic benefits, willfully exploitresources, and neglect the ecological balance. This will lead to severe consequence ofenvironmental pollutions and ecological damages in villages and towns. EnvironmentalPlanning of Villages and Towns (EPVT) is a synthetic approach to protect and repair therural ecological environment. In some sense, the EPVT can overcome the blindness inrural area construction. It has the prefigurative character, carries out the policy of"prevention first and combining prevention with control". EPVT is one of the mosteconomical and effective approach to comprehensive management environmentalpollution and ecological damage. In this case, on theoretically and practically, This is adevelopment of circular economy standards which it can establish the index system ofenvironmental planning in villages and towns.This dissertation uses interdisciplinary theories, such as Circulation Economics,Ecological Economics, Environmental Management, Environmental planning, etc, andcombines with the approaches such as theory summary, reference research,community-based survey, on-site investigation and case analysis. Based on the result ofliterature review and case analysis, concept of circular economy based on theenvironmental planning of villages and towns and put forward the guiding principles,establishment of index system of environmental planning in villages and towns, establishthe basic content of planning in villages and towns. On the ecological environment andmake comprehensive system analysis, to the field of ecological environment as the base,establish a set of index system of environmental planning for towns, and carries on thethorough wide research.
