Considering the seriousness of industrial development process along with a lot ofresources-environmental problems in Shandong, this paper has analyzed the coupling mechanismbetween industrial development and resource-environment systematically on basis ofresearch progress and fundamental theory about it at home and abroad. The mechanism includesthe mutual coupling between industrial development and resource-environment, the impact ofexternal factors such as location, technology, policy and periodic analysis of coupling. Analyzingthe international effects between industrial development and resource-environment in Shandongprovince in 1995—2009, it builds coupled coordination evaluation index system and model, andanalyses the spatial and temporal differences involving comprehensive level and couplingcoordination degree in the whole province in 1995—2009 and 17 cities in 2000, 2005 and 2009.Finally, it presents the coupled model between industrial development and resource-environmentand related suggestions. The main contents go as follows:(1) The coupling mechanism between industrial development and resource-environment isanalyzed. The related coupling elements include industrial structure, industrial scale, industriallayout, resource-environment, environmental bearing capacity, location, technology and policy.Along with the course of industrialization, the interactional and feedback coupling elementsaffect comprehensive level and coupling coordination degree. The coupled stages include lowlevel, antagonism, adjustment and high level, and the five periods of industrialization iscorresponding to different coupling coordination features.(2) The coupling coordination evaluation index system and its model between industrialdevelopment and resource-environment are built. Following the set principles of evaluatingindicator, the coupled coordination evaluation index system is built on basis of the realdevelopment of Shandong. The criterion layer of industrial development subsystem includesindustrial scale, industrial structure and industrial efficiency, and the criterion layer ofresource-environment subsystem includes resource inventory, environmental pressure andresource-environmental protection. Then the comprehensive evaluation index of two subsystemsis obtained according to the weights of index; the model of coupling coordination degree is builtadopting deviation principle finally.(3) The comprehensive level and coupling coordination degree of the whole Shandongprovince and 17 cities are analyzed by contrast, and the results are discussed. Overall from the whole province, the total industrial development level of Shandong province shows the trend ofslow growth, rapid development to slowing down, and the comprehensive level ofresource-environment is characterized by transition from fluctuant rising to concave. Thecoupling coordination degree is on the upswing overall, and the coupling stage transits fromantagonism to adjustment. By compared with 17 cities, the average level between industrialdevelopment and resource-environment in most of Shandong province shows the state of slowgrowth; the coupling stage of 17 cities includes antagonism and adjustment in 2000; the couplingstage of 17 cities is characteristic of adjustment in 2005, 2009. The level of industrialdevelopment, resource-environment and the coupling coordination degree of 8 eastern cities ishigh than 9 western cities, and the coupling coordination degree shows the trend of decreasing.(4) The coupling model between industrial development and resource-environment and therelative suggestions are put forward. The different coupling models are raised according to thelarger influential factors: the coupling model of promoting the conservation of industrialresource by advanced technology, the coupling model of protecting the industrial environmentby the methods of cleaner production. Finally the relative recommendations are put forward, forexample, creating the road to new industrialization, developing the industry of energy saving andenvironmental protection, promoting cleaner production, perfecting the system and reducingregional differences.
