Since the21st century, with the contradiction disputes of surrounding resourcecontention, islands sovereignty and maritime demarcation growing, China’s maritime rightsand interests are constantly provoked and threats. Under this background ofmacro-environment, we are not only to develop marine economy, but also to build a seapower country, which is the strategic target put forward first clearly by the eighteenth bigreport of the Party. As the concrete manifestation of the marine economy, ocean industries aremaximizing industry association and cooperation effect in the form of industrialagglomeration, that making itself become the power source of coastal development andimportant growth point of regional economic development; and at the same time we need torecognized that the realization of the "marine power dream" need to rely on superiorecological environment, and only in the premise of coordination interaction between marineindustrial cluster and ecological environment, we can guarantee sustainable development ofmarine economic efficiency, and already, can protect our environment and optimize theallocation of resources.At this point, selecting Shandong peninsula blue economic zone as the research object,Based on industrial cluster theory, ecological theory and systematic theory, this article buildsup coupling degree and coupling coordination degree model from the perspective of couplingtheory, using methods of co-integration test, Granger test and curve estimation model toexplore the coupling response mechanism and the dynamic coupling relationship betweenmarine industrial cluster and ecological environment. Design to effective path of making themachieve coordinated, sustainable and efficient development, and it also provide the theory andpractice guidance for the ecological construction.Specific content arrangement, the paper first reviews the related subject research at homeand abroad, and clear its research direction and focus out, then expounds the industrial clustertheory, ecological theory and systematic theory, after that explains industrial cluster andcoupling, and finally reveals the coupling connotation between marine industrial cluster andecological environment.Secondly, using location quotient method to measure the marine industry agglomerationfrom Shandong province and Shandong peninsula blue economic zone aspects; and analyzingthis area development of Marine industry strengths, weaknesses, opportunities and threats andthe development of Marine enterprise quality and competitiveness, by the integrated use ofSWOT analysis model and professor Porter’s "diamond model".Thirdly, this article describes the coupling response mechanism between marine industrial cluster and ecological environment in theory, and then build index systems toempirical analysis the coupled coordination condition and the dynamic coupling relationshipbetween marine industrial cluster and ecological environment.Finally, on the basis of comprehensive analysis, this article put forward tocountermeasures and Suggestions to promote marine industrial cluster and ecologicalenvironment coordinated development, combined with the characteristics of Shandongpeninsula blue economic zone developing marine industry, and the present situation of theecological environment and the influencing factors that go against harmonious developmentof marine industrial cluster and ecological environment.Research shows that:(1) As one of the most types of Marine resources province and kinds of the resources·reserves ranking first in the country, Shandong province has the huge potential to developMarine economy. But at the same time it also faces many realistic problems, such as seriousenvironmental pollution, resource exploitation and utilization of unreasonable, the lack offinancial support.(2)There are long-term stability of the coupling interaction between marine industrialcluster and ecological environment in Shandong peninsula blue economic zone, and thecoupling coordinated development is still in the primary stage with low level even though ithad been obviously improved.
