Dams which play an important role in flood control and irrigation has a great impact on river water quality and quantity. Water quality was significantly deterioration at the same time. It forces people to carry out researches on the relationship between dams operation and water quality. But first, it must be fully understand as the key questions that if dams have the ability to change water quality, and how to define the Regulation Capacity of Sluices and Dams on Water Quality (RC) and quantitative calculation it. It is very necessary to find out the answers to these questions which mentioned above.Based on Summary of the research status and existing problems at home and abroad we can determine our research thinking. First, sum up the meaning and definitions of the RC. Second, construct the evaluation index system of the RC. Thirdly, give the calculation method of the RC, and apply it to the Huaihe River Basin.Concretely speaking, these work lists in following have done in this study.(1) The data collected:it is an important part of the study as the basis of the work. Data of dams include dams’name, river basin, location, eigenvalue and so on. These data will be show in figures, tables, words and so on in order to quick query.(2) Give the definitions of the RC:based on description of dams’ hydrological effects and water environment effects, the meaning and definitions of the RC will be given from the point of view of the purpose and impact.(3) Construct the evaluation index system of the RC: take account both of water quality and quantity, and consider the part of what water quality and quanlity contained in, and detailed description of each index of the evaluation index system.(4) Research on quantitative calculation method of the RC:calculation formula is given based evaluation index system. Analysis the scope of application of the calculation formula under different conditions, and apply it to the Huaihe River Basin. (5) Development of the Recognition System of the RC:as key dams in Huaihe River Basin as the research object, compile the Recognition System of the RC by MS Visual Basic6.0. The Recognition System of the RC includes data query and calculation method of the RC.
