Research Of Establishing Carbon Emission Trade System Of Road Transportation Under Low-carbon Economy Underground

The development of society leads to the improvement of life quality of human beings. In the meantime, it also causes climate changing problem because of emissions of carbon dioxide and other gases produced by human activities. People from all over the world attach more and more attention to this problem. Moreover, Kyoto Protocol gives rise to the development of carbon market since it was carried out at February16th2005. It provides a completely new framework for the trade of rights of greenhouse gas emissions among countries. Rights of greenhouse gas emissions can be sold and bought like regular merchandise. Nary a doubt, it produces a whole new market of trade of rights of greenhouse gas emissions.Road transportation has many sources of carbon emissions and burning of fossil fuels by vehicles is the main source. In the process of burning of fossil fuels, enormous greenhouse gas such as carbon dioxide(CO2)、methane (CH4) and nitrous oxide (N2O) will be produced; Road transportation has the highest energy consumption among all transportation. The emissions of carbon dioxide(CO2) of road transportation is very high and it’s still rising. In2008, the emissions of carbon dioxide(CO2) of road transportation is73.4%of whole transportation’s. Thereby, road transportation is the key of energy-saving no matter from the point of view of energy consumption or carbon dioxide emissions. Under the background of low-carbon economy, the research of carbon emissions’trading system of road transportation can provide practical guidance. It will lower the energy consumption of road transportation, assuage greenhouse effect and protect ecological safety effectively.This paper is in the context of low-carbon economy. It starts with energy consumption of road transportation and carbon emissions. It also explicitly analyzes the need for constructing the road transportation carbon emissions trading system; Moreover, it analyzes the significance of constructing carbon emissions trading system of road transportation based on its necessity. Furthermore, it constructs the carbon emissions trading system of road transportation by discussing its feasibility and principles of construction. At last, it builds the exchange-centered carbon emissions trading system of road transportation from the point of view of practical problem.In the end, we analyze bottleneck problems of developing carbon emission trading system of road transportation. It lays the foundation for this system’s future development.
