Although the fast development of technology gives plenty of convenience for ourlives,and because of it, we have a lot of choices to deal with many kinds ofdisasters.However,many lessons have told us that,we are still weak and can not domuch when we meet these disasters. We have also payed big price for the speedingglobal economy, the natural often sends out its menace to human for the large destroyof entironment. Sudden things, especially those which can affect a large area, wouldbring some unimaginative damage to our nomal social order, and give big threat to thesecurity of people’s life and property. However,when our approachs to deal withdisasters is increasing,all disasters are becoming more and more unable to predictedand handled.In this situation,we should,on the one hand,keep building and optimizingthe forecasting system,and on the other hand,we should be ready to join into therescue of any emergencies.The supply of materials is the chief premise for successful rescue,no matter that itis the preliminary stage for saving lives,or the later stage for reconstructing,a highlevel of supplying materials is requested.When some disasters happened,all materialsstored in the public store may not meet the demand,and some materials for rescuingwould not be transported to the point for them because their lines for transportion aredestoyed by calamities,the headquarters should meet all these problems.Somegoverments choose to build more central storages so as to store more materials tomeet these problems,no doubt that it could solve them at a certain extend, but this isnot the scientic measure,because that not only would bring big waste of resource,butalso can’t figue it out fundamentally.The most effective means is reinforce thecirculation of resouce for emergency,to dispatch them to points hit by disasters with the most flexible approaches.The emphasis of the article is to discuss the problem of dispatching materialsfor emergency.It will analysis the characteristics of the dispatch carefully while basingon the research of emergencies and emergency logistics.After that,the text willintroduce the main content of the dispath of resouces for emergency and keepanalysising the whole process,and conclude that it is a dynamic course.So we couldapply the stage theory to divide the process for dispatching,and this forms the premisefor carrying out the research of the article-two stages of emergency materialdispatching.The other emphasis of the article is to establish models for the two stages ofemergency material dispatching with multi-objective programming.After thinkingabout the characteristics of the scheduling, the discrepancies between the two stageswill be reflected in the models with objectives and constraint conditions,so the objectprogram models in two stage are different but could be used to response eachprocess.In addition, paper will introduce interval number to describe some uncertainvariables,and put chose uncertain variables into models with interval knowledge andmodels,more, while comprehensive thinking about preferences of decisionmakers,successfully solving these two models which conclude interval numbers, andgiving out the best give schedualing plans for each stage,the paper wishes to givesome proper suggestiongs to the decisions of emergency material dispatching.
