Recently global climate is changing enormously, extreme weather events in many countries and regions tend to increase. Through the research, humans have released large amounts of greenhouse gases, such as carbon dioxide, this is the main cause of global warming. Chemistry and oil energy consumption is a critical part of energy consumption in economic development. With the rapid development of china economy, greenhouse-gas emissions has been increasing each year, such as carbon dioxide. Hubei is a very important province of the Rise of Central China. In the pursuit of economic growth, we must explore a road for its low carbon development, this is of significant strategic meanings for the low carbon province target of Hubei.This paper discusses carbon footprint based on energy consumption of Hubei province by qualitative and quantitative method. The carbon emissions data of areas in Hubei are analyzed with the ArcGIS software, so it can directly display differences of spatial-temporal pattern. The paper ends with the policy suggestions about the low carbon development of Hubei province through the contrastive studies and comprehensive evaluation of the analytic results.Analyzing of carbon footprint based on energy consumption of Hubei province, the paper draws the following conclusions:(1) In recent twenty years, the total carbon footprint and carbon footprint density both show the fluctuation increased trend in Hubei province. From1990to2010, the total carbon footprint showed the fluctuation increased trend, and it is increased from0.149hm2to0.243hm2. The carbon footprint density showed an upward trend, it attained566.20t/km2till2010, so it was nearly three times more than1990. It showed that the business activities density are growing, land use efficiency gradually increased in Hubei province. So Hubei province is facing the great pressure in reducing the rapid increasing emission of CO2.(2) With the progress of the economy and the science, value of carbon footprint of energy use are rolling up. Strength of carbon footprint, which is the energy intensity per unit GDP continue to drop. The effectiveness of energy utilization is steadily going up. It shows that the economy of Hubei province advances towards the trend of virtuous circle. (3) Ecological pressure is also increasing because of the rapid development of the economy, which is the hard fact of future development for Hubei province.(4) By companion, the carbon emissions and the carbon footprint based on energy consumption in Hubei province, Wuhan is the worst area for its carbon footprint and carbon emissions. This is because carbon footprint levels have sensible relevance with economic development levels and the speed of economic development in the local areas. Lastly, the carbon footprints have obvious area difference. The carbon footprints of different regions all increased from2005to2010. With the rapid development of the economy, carbon footprint of each region will increase further.
