With the economy, modernization and urbanization, development, governance andpeople realize the importance of improving the urban water environment, water environmentcontinue to increase efforts. Order to improve urban water environment, sewage treatment isan important tool. However, by geographical constraints and the impact of managementsystems, sewage treatment projects in the implementation process, the uncertainty affectingmany factors, these factors are often influenced by political, economic, social, natural, andmany other objective conditions, great unpredictability and randomness, the construction ofthe sewage treatment project there is a greater risk. Therefore, how to use the sewagetreatment projects in risk management knowledge, project risk identification anddecomposition to develop a viable, effective risk response measures, the sewage treatmentprojects to science, the rapid construction of the system is to be valued and depth the subject.Based on the water environment of Guangzhou, the construction of sewage treatmentplans, progress and management status, analysis of the Guangzhou Municipal water andwastewater treatment projects in environmental management problems in the managementprocess, and sewage treatment projects in Guangzhou City, the characteristics of proposed therisk of major sewage treatment projects from the project owner’s own policies on relatedsystems, project bidding and construction processes, and sewage treatment projects from theperspective of the owner, summed up the sewage treatment projects in Guangzhou, mainlypolitical and social, planning design, bidding, construction management, economic costs,contracts, letters and other risks. In response to these risks, the establishment of a riskmanagement model and by model risk identification, measurement, response and monitoringaspects of analysis, a comprehensive and effective risk management response. At the sametime, combined with the specific case of sewage treatment projects, analysis of riskmanagement measures applied in the specific project, confirmed the sewage treatment projectrisk management procedures and the feasibility with a view to the future wastewatertreatment projects can learn from the reference.
