Risk Management Research On PPP Financing Model In Sewage Treatment Project

At present,China's sewage treatment industry is facing a serious bottleneck of development.Government departments can not provide enough financial support,and the current sewage treatment service supply system is also difficult to improve the efficiency and quality of sewage treatment services.Therefore,the state tries to implement the development plan of sewage treatment PPP mode,so as to widen the capital channel,and push the reform of the system through the introduction of social capital,so as to improve the quality and efficiency of the sewage treatment service.But in the early treatment of development project PPP mode of municipal sewage,due to the lack of practical experience and theoretical basis,many PPP projects have encountered obstacles in the process of construction and operation,not only benefits can not be guaranteed,even for all parties involved in the project has brought no small loss,causing serious adverse events in public at the same time.Based on this,this paper takes PPP project in municipal sewage treatment station as the research object,in the project life cycle perspective for identification and analysis of risk factors for project construction,effective risk assessment and sharing model,put forward the risk sharing and response measures,improve the risk management system,the government departments to effectively promote the PPP the entry mode has important significance to promote social capital more effectively participate in investment and development projects,municipal sewage treatment industry.(1)Based on the definition of PPP mode,characteristics and mode of operation,the paper introduces the basic characteristics and development of municipal wastewater treatment industry,and defines the risk management process and the basic methods,analyzes the development of municipal wastewater treatment PPP project in China and the various stages The outstanding problems provide the theoretical and practical basis for the following risk identification.(2)In project risk identification,the paper systematically introduces the subject in municipal sewage treatment PPP project,a clear recognition of the principle of WBS-RBS method and basic steps in WBS(work breakdown structure)on the basis of the complete decomposition of the municipal sewage treatment PPP project administrative layer of risksource,risk source,project law layer level of risk source,risk source and consumer market risk source such as the five major categories of risk source,expression mapping between WBS and RBS,including WBS-RBS construction risk identification matrix,visually express project risk information.(3)In the project risk evaluation,risk identification information based on WBS-RBS,the paper uses K-W consistency test and t test data processing method of risk assessment questionnaire were screened,aquires 9 first grade indexes,20 level two indexes;and then through the IFS(i.e.Intuitionistic Fuzzy intuitionistic fuzzy sets,and Sets)DWA(double weighted average,i.e.Double Weighted Averaging)method to realize the expression and calculation of fuzzy interval number,and the weighted and double groups within the group to achieve the evaluation weights are given,so as to realize the analysis and improvement of TOPSIS,finally constructs the risk evaluation model based on IFS-DWA-TOPSIS.(4)In the research of project risk response,this paper mainly discusses two aspects of risk sharing and risk coping.In terms of risk sharing,it not only gives the risk sharing principle and process,but also constructs the three party game model based on risk preference,and draws up the risk sharing plan of the three party of the government,social capital and private sector,so as to provide new ideas for risk sharing game players.In the aspect of risk response,based on the results of risk identification,evaluation and risk sharing,the basic coping strategies of municipal wastewater treatment PPP project are put forward.The results of the study show that,through the research on the life cycle risk of municipal sewage treatment project of PPP,puts forward the methods of risk identification,evaluation model and risk sharing scheme and measures,to provide new ideas to improve risk management for the project to improve the enthusiasm of all parties,Party of risk management,the project of municipal sewage treatment PPP to promote the development of healthy and stable.
