| China’s extraordinary economic growth, industrialization, and urbanization, coupled withinadequate investment in basic water supply and treatment infrastructure, have resulted inwidespread water pollution.Water resources as a common resource; the government has theresponsibility to protect its security of supply. Since water has the characteristics of mobility,cross-regional, and local governments within a single region is difficult to solve the problem ofpollution throughout the basin. Faced with the problem of trans-boundary water pollution, noplace can be spared. Trans-boundary water pollution is one of the most serious problems of thewater crisis in China.Long-term efforts on pollution control have not brought about theimprovement of water quality on the whole and the cross-regional water disputes are gettingmore and more intensified.Trans-boundary water pollution embodies the contradiction between watershedmanagement and the management system of administrative region, which will inevitably requireus to build a strong regional cooperation mechanism for local government, depending on thegovernment actively promoting cooperation among the regional trans-boundary water pollutiongovernance. This paper is research on the governance of trans-boundary water pollution fromperspective of synergetic governance theory. First of all,the thesis makes an empirical study onthe status quo of fiver-basin pollution regulation system in China and identifies the factors thatinfluence the trans-boundary water pollution.Then use relevant theory to analysis the regionalcooperation in governance issues,cooperation in water environment governance and principlesshould be followed. Good water pollution governance cooperation mechanism including amechanism for joint monitoring of water regime, water pollution control mechanism forinformation sharing, joint enforcement mechanism, a common ecological compensationmechanism and accountability mechanisms. At last, we proposed recommendations to improvethe collaboration mechanisms on river basin of China. All of this is in order to readjust therelationship of the stakeholders, to improve the development of environmental protection andeconomic construction. |
