Study On The Countermeasures Of Transboundary Water Pollution Control In China

China is a large country with numerous rivers and lakes, which form the sevenmajor river basin. As a whole concept, river basin water resources has its own uniquecharacteristics. River basin water resources brings benefit to the thousands of Chinesepeople,but faces tremendous crisis at the same time. As a result of unique liquidityand strong affinity, the problem of trans-boundary water pollution governance turnsup if river basin water resources is polluted. Trans-boundary water pollution is notonly the common trouble on the world,but also the serious problem needed to beurgently solved in China.The traditional governance based on administrativedivisions can not solve trans-boundary water pollution limited by invalid cooperationof multiple local governments in the basin. So we urgently need to carry outresearch and improvement into the legal, institutional and economic system on thetrans-boundary water pollution issues, making local governments and organizationscollectively complete water pollution governance within the law.From the practice, water resources in the upstream subjected to be polluted willspread to the whole river basin quickly without timely and effective governance.It isdifficult to achieve perfection of the pollution governance if the work done only bylocal governments or the ones affected,even the problem of administrative regionconflicts appears.So it is obligatory to explore a kind of new reformation mode infavor of cooperation of the local governments to avoid the problem above.On the basis of the detailed data analysis of trans-boundary water pollution inthis article, it is sure that the management of water resources in China is facing asevere test and trans-boundary water pollution governance is urgently needed. Afterthe analysis of the traditional model of trans-boundary water pollution governance inChina, some reasons are summed up for the difficult in the traditional mode ofmanagement of trans-boundary water pollution governance in China: related legalsystem is not sound, the relevant administrative system is uncoordinated andcorresponding economic means lacks.
