Analysis On The Mechanism Of Local Government Cooperation In The Trans-boundary Water Pollution Governance

Perfecting local government cooperation mechanism for effective governance of trans-boundary water pollution is crucial for China's regional economic and social comprehensive, coordinated and sustainable development and environment-friendly society building. Meanwhile, central Taihu Lake region is the center of the Yangtze River Delta, and it is the area, China's most developed and industry growing fastest. Perfecting local government cooperation mechanism for effective management of trans-boundary water pollution is the booster to continue to develop steadily. Trans-boundary water pollution in Taihu Lake is characteristic, and its formation is not overnight. The reason is that extensive mode of economic development, Local departmentalism and a single "SAR Chief" model work together into the product of deformity of economic and social development.The trans-boundary water pollution embodies the contradiction between watershed management and the management system of administrative region, which will inevitably require us to build a strong regional cooperation mechanism for local government, depending on the government actively promoting cooperation among the regional trans-boundary water pollution governance. However, Taihu Lake regional cooperation between the local governments did not achieve the desired results, only remaining in the situation of leaders'non-interaction and the various individual and organizational cooperation mechanism. This paper takes Taihu trans-boundary water pollution as example, firstly inspecting the trans-boundary water pollution and the causes of formation. Then analysize the Taihu trans-boundary water pollution and the plight of the status quo in the governance of local government cooperation. This article believes that the difficulties for central province and municipal government cooperation to govern Taihu Lake, lies in the division of administrative system, the lack of regulation environment and the absence of coordination and cooperation organizations. Finally, this paper puts forward some thoughts in perfecting local government cooperation mechanism for effective governance of trans-boundary water pollution in Taihu Lake.
