Iron and steel industry is the national economy important basic industries,including mining, mineral processing, coking, sintering (pellet), ironmaking,steelmaking, rolling mill, metal products and accessories such as the productionprocess. In the current era of technology, technological innovation is to promote thecontinuous development of enterprises, improve the competitiveness of the mostimportant ways, is the eternal theme of enterprises. Transformation and elimination ofbackward, combination to recombine combination, pay attention to the overallplanning, balance between enterprises within the group of investment direction, to ahigh starting point, little investment, fast output, high efficiency. The enterpriseundertakes technical reformation project should be forward-looking, not only to focuson to meet the market and guide the direction of steel consumption, more important ishow to technical reformation project risk control, the only way to improve thetechnical success rate, can guarantee the enterprise technology innovation in theindustry leading level. Technical transformation project of the success of China’s ironand steel enterprises development has important significance. As a result of hydraulicflushing technology has many outstanding advantages, from the civil list, by thegeneral defense drive to the high precision control system, have been widely used. Inthe metallurgical industry, electric control system, rolling mill control system, openhearth furnace charging, the converter control, control, strip deviation and constanttension device with hydraulic flushing technology. So hydraulic flushing technologywill have a direct relationship to the enterprise benefit, in technical reformation ofiron and steel enterprise has great significance in the process.This paper expounds the general theory of risk management, introduces the riskcontrol and risk management concepts, and to the technology risk management theoryare described, defines the technology risk control project concept, analysis of theproject characteristics. In this paper, project management situation analysis, obtainsthe Ji’nan iron and steel plant of hydraulic flushing technology reformation project risk control defects, among which the most important is poor risk management, forthe project risk management focus. Then using project risk management theory to theJi’nan iron and steel plant hydraulic flushing technology project risk analysis, in theanalysis process with Ji’nan iron and steel plant of hydraulic flushing technologyreformation project risk control purposes specific characteristics, the risk is dividedinto technical risk and non technical risks, and in risk identification, estimation,evaluation, treatment, monitoring the whole process from the technical risk andtechnical risk perspective on Ji’nan iron and steel plant of hydraulic flushingtechnology reformation project risk control are analyzed, thus the entire Ji’nan ironand steel plant of hydraulic flushing technology risk control the formation of proposedmanagement scheme. This paper adopts the method of case analysis, combined withthe actual, put the risk management theory to specific projects, in the analysis of thespecific process into a technological transformation of the idea of cost control, projectmanagement as the basis, focus on risk control, combined with examples of specificproject risk, put forward risk counter measures in and project proposals.
