Baosteel Zhanjiang Iron and Steel Co.,Ltd.is located in Donghai island of Zhanjiang City,Guangdong Province,which is a modernization of large state-owned iron and steel enterprises relocated from Guangdong iron and steel company in order to protect the environment and which meets the demand from the south of our country and the Southeast Asia for the iron and steel.The enterprise is under construction which groundbreaking was begun on May 31 2013 and the first period of construction scale will come to about 10 million tons.AS the circular economy supporting project of Zhanjiang iron and steel,rotary hearth furnace is mainly responsible for the disposal and utilization of large number of dust and solid waste generated in the smelting process from the iron and steel enterprises.Rotary hearth furnace has not been effectively promoted in the major domestic steel mills because of its complexity and large investment.The paper analyzes the rotary hearth furnace project by using the related theory of project risk management from the beginning of the project design to the completion,which promotes the project implemented successfully to control the risk effectively in order to run synchronously with the Zhanjiang steel No.2 blast furnace in 2016.The paper analyses a variety of factors combined the characteristics of the rotary hearth furnace project with its background and environment etc.,which makes the full use of WBS,Del Phil Law and other tools to distinguish the risk in the whole lifecycle of the project and in certain areas.In the paper,the risk of all phases of the project is evaluated and analysed by using the risk matrices and feasible strategy is formulated to tackle the specific risk factors so as to control the risk.The methods and strategy which are applied to the rotary hearth furnace project of Zhanjiang iron steel such as risk identification,risk analysis,risk assessment,risk control and risk response are not only used in this project but also has a certain significance for the risk management of other similar projects in the iron and steel enterprises,and it can provide reference for domestic counterparts as well.
