With the rapid development of oil companies,the production business of oilfield enterprises is expanding gradually,and more and more projects are involved in high-risk operation.However,permit-to-work signed by others or not to the scene issued is often occurred contractor management is also inadequate and the effect of safety training is not obvious,which lead to the accidents.The rapid development of information technology has penetrated into every link of safety management,to further improve the safety management of oilfield high-risk operations,this paper studies the safety supervision information system of high risk operation of oilfield enterprises,based on the information technology.The main contents are as follows:(1)Risk factors identification of high-risk operation based on SEMThe risk factors are mainly identified from permit-to-work,contractor management and safety training.To analyzing the relationship between risk factors,the SEM is used.The main risk factors were obtained by fitting the basic data obtained by the questionnaire survey and the SEM.The risk identification results were the basis for the follow-up of the paper.(2)Function design of safety supervision information system of high-risk operationAccording to the risk identification results,information management of high-risk operations is achieved with the information technology,which includes safety management of permit-to-work,contractor safety information management and JSA simulation training.The safety management of permit-to-work mainly includes the basic information management,the operation supervision reminder and the operation statistical analysis and forecasting.Through the establishment of the contractor basic information database,the contractor safety information management can achieve the dynamic management of job information and the performance of the contractor.The JSA simulation training is to build a simulation training platform to strengthen the job safety analysis capabilities,JSA standard database assisting students to do job safety analysis,improving JSA capabilities of field operators and safety regulators effectively.(3)Construction of safety supervision information system of high-risk operationAccording to the requirements analysis and functional design,the construction of the safety management information system of high-risk operation is realized.The system used B/S structure to design,using the Web browser directly.There are three main functional modules,including permit-to-work management,contractor safety management and JSA simulation training,and two basic modules of user information management and system settings.The effective combination of the three main functional modules greatly improves the quality and efficiency of the safety and supervision of high risk operation in oilfields.
