According to the general realization’food is an extremely important issue for people, so safety should be the most important element’, food safety has already became the forth global issue, besides population, resources and environment. Especially there are many food safety cases happened in rencent years, including several large enterprises and companies hardly avoiding, which makes consumers worries and fears, then they will consider what actually could be eaten., as well as what kind of food is healthy and safe. All these questions push us to think about it’s the right time to figure out problems of food safety. In Recent years, reasarches about food safety are studied by many countries and areas, and food quality and safety management system also be considered. In this paper, through analyzing the food safety status of San Men Xia and investigating the supervision of San Men Xia food quality and safety, optimizing food quality and safety supervision system should be considered as an effective method for solving different aspects problems, which also could lead to the huge significance on food safety guarantee and this industry sustainable development.First of all, the related concepts of food safety, food quality and safety management system was introduced, which focused on the HACCP (damage analysis and key point control) system, and demonstrate the significance of this system for food safety regulation. And then it introduces the present Sanmenxia food quality safety situation and analyzes the quality of its food safety management system existence question and its influence factors analysis, analytic hierarchy process (ahp) to influence factors are analyzed. At last, this article concluded Sanmenxia food quality and safety management system should be optimized and what is supposed to be constructed mainly. In order to complete this goal, there are four aspects are extremely significant, they are food quality standard system, the whole food control system, information service system and sukpervise management sysytem, and food traceability system. At the same time we need to strengthen the food market access system, food traceability system establishment, only in all aspects of the construction of the system of optimizing, to achieve the food from the field to the table used to monitor, and ensure food quality and safety.
