Min River as one of the largest tributaries of the upper reaches of the Yangtze River, its watershed ecological construction not only in the upper reaches of the Yangtze River ecological barrier construction, occupy an important strategic position, has an irreplaceable role, and the Chengdu Plain’s water lifeline, is directly related to the land of abundance, even in the western economies development and prosperity. With the rapid economic and social development of the Min River in recent years, environmental pollution problems are worsening, especially in basin water ecological environment is deteriorating seriously jeopardize the safety of the residents’ drinking water and production water and sustainable development. Play the leading role of government and guide the broad participation of businesses, residents and other relevant stakeholders, to build the implementation of the Min River water pollution compensation mechanism for combining a variety of compensation, to develop a more scientific ecological compensation policy has become the general consensus of the community, Among them, the study reveals the willingness to pay of the residents in the River Basin Water Pollution compensation is to determine the compensation standards, one of the foundations of the core issues of ecological compensation mechanism for compensation, operation mode, etc., to build the Min River basin ecological compensation mechanism to promote the Min River ecological construction and economic and social development for the benefit of future generations has important practical significance. This article rely on the Ministry of Education, Humanities and Social Sciences Planning Fund Minjiang River basin ecological compensation mechanism and supporting policies (No.09YJAZH061), based on analysis of progress on ecological compensation, watershed ecological compensation, water pollution compensation related concepts, from the point of view of environmental economics and economics, drawing on the theory of externalities, public goods, the ecological capital of the River Basin Water Pollution compensation, analyze the current situation of water pollution and compensation of the Minjiang River of Chengdu segment, the use of contingent valuation method and Logit models investigation of Chengdu section of the Minjiang River basin water pollution compensation willingness to pay and its influencing factors, in order to close the aspirations of the majority of residents, promote active public participation in river basin water pollution compensation mechanism for the upstream and downstream of cooperative governance to provide a reference.The main conclusions of the study:(1)56.5percent of the residents are willing to pay for the water pollution control plan, residents of the average willingness to pay for the197.17yuan/(household). Chengdu residents awareness of water pollution compensation is not high.(2)Low income of residents, government or enterprise to pay the principal, expressed doubts about the execution of government policies is the main reason for residents not willing to pay the residents to show reliance on government on environmental issues, but also hold some doubt contradictions psychology. Residents agree that the contributions and utility bills these traditional methods of payment, recognition of ecological protection tax and environmental lottery, residents in ecological concepts are relatively conservative.(3) The resident’s age, family income, the satisfaction of the ecological environment, the government environmental policy and the execution of identity, confidence in the watershed environment recovery plan these factors significantly affected the willingness to pay of the residents of River Basin Water Pollution Compensation. The age of the residents, the satisfaction of the residents of the ecological environment and its willingness to pay was negatively correlated with household income of the residents, the residents on government environmental policies and the implementation force recognition of the residents of the basin environment to restore confidence in the program and its willingness to pay was positively correlated. Residents’ gender, education level, occupation, family away from the river by the distance, household income increased for five consecutive years, the level of awareness on the importance of ecological environment of these variables on the impact of the River Basin Water Pollution Compensation willingness to pay was not significant.Based on the above findings, combined with the status of the Min River Basin Water Pollution Compensation, the following policy recommendations:(1) To accelerate the development of the tourism industry, to effectively improve the income level, to mobilize residents to participate in river basin water pollution control enthusiasm.(2) Establish and perfect the system of open water environment, enhance the credibility of the government, and actively guide the public participation in the ring decision-making.(3) Development of legal policies and regulations on public participation in water pollution matters, and make it perfect.(4) Strengthen education and publicity to the reconstruction of the public water, environmental ethics, water and environment-friendly new way of life.
