Research On The Low-Carbon Construction Index System Of The Economic Development Zone In Chuanying District Jilin City

For the research purposes of building low-carbon construction index system of theeconomic development zone, and with the guidance of the low carbon economy and circulareconomy theory, at this article, comprehensively uses the method of frequency statistics andtheory analysis, optimizes and screens the index which is selected. By that way, It constructsthe economic development zone index system. This index system includes threeadministrative levels and twenty-six indexes. Taking the low-carbon development zone inChuanying district Jilin city for example, use the method of componential analysis andAnalytic hierarchy process (AHP) to determine weight of this index system. Use thecomprehensive evaluation method to quantify the effect of low-carbon construction of thedevelopment zone. The results show that the composite index of the low-carbon constructionof the development zone in Chuanying district Jilin city is as follows:30.89in2006,33.07in2007,32.34in2008,35.29in2009and37.15in2010.That draws the conclusion thatdevelopment zone in Chuanying district Jilin city now is high-carbon development zone,which satisfies the research results that Jilin city now is also a high-carbon city mentioned in"The low-carbon development plan of Jilin city". This conclusion indicates that thelow-carbon construction of the development zone in Chuanying district Jilin city is in stepwith the low-carbon construction of Jilin city. They all have the trend that start off low butcould develop very fast in the future.It points out that if Jilin Chuanying Economic Development Zone is going to graduallyachieve the low carbon level, it requires the guidance of the low-carbon construction indexsystem of Jilin Chuanying Economic Development Zone. The index system is to guide thelow-carbon construction of development zone. The indexes are the factors affecting thelow-carbon construction. The weight in index system is to illustrate the influence of thefactors.The low-carbon construction index system of economic development zone, establishedin this paper, is an exploration for the low-carbon construction of development zone. It is alsothe scientific basis for the development zone planning and its follow-up development. Andcombining the low-carbon concept with the circular economy, it conforms to China’ssustainable development.
