In recent years,with the global environmental problems especially the global climate change issues have become increasingly prominent,low-carbon development has become a global consensus.As the world's largest country of energy consumer and carbon emissions,China has proposed a target that to 2020,per unit GDP of carbon dioxide emissions will reduce 40%-45% compared with 2005.During the “Twelfth Five-Year” period,China's industrial energy consumption accounts for more than 70% of the total social energy consumption,therefore the industry has become to the focus area of carbon emission reduction in China.In order to promote the industrial transformation and development,the C hinese government had organized to pilot the low-carbon industrial parks in 2013 to explore new pattern of low-carbon development of industrial parks,and the Nanning High-tech Zone has been selected as the first batch of piloted low-carbon industrial park.As China is exploring the new pattern of low-carbon developing in industrial parks and the Nanning High-tech Zone has become to the pilot of low-carbon industrial park,it is of great significance to construct a low-carbon evaluation index system for the establishment of Guangxi low-carbon industrial parks.This evaluation index system could constrain the carbon emissions of enterprises to a certain extent,thereby reducing the park 's carbon emissions;it could evaluate the status quo of low-carbon development in Guangxi industrial parks objectively in order to provide the basis for the government to formulate the parks development policies,and provide reference for the parks management department to guide the development of parks;it could guide and promote the changes of the traditional industrial parks to low-carbon industrial parks,and to provide more scientific and rational guidance for planning layout,energy industry construction of new parks.The main conclusions of this paper are as follows:1.The only one low-carbon industrial park in Guangxi province is Nanning High-tech Zone,and most of the low-carbon development of industrial parks is mainly reflected in the construction of eco-industrial parks and recycling transformation.2.Based on the traditional “pressure-state-response”(PSR)framework model,the “economic development” as a driving force factor was added in it to form a “driving force-pressure-state-response”(DPSR)framework model.3.Based on summarizing the low-carbon evaluation index system of the existing industrial parks,the first set of low-carbon evaluation index system of industrial parks in Guangxi province was constructed under the framework of “driving force-pressure-state-response”(DPSR)using frequency statistics analysis,analytic hierarchy process and Delphi method.It includes six major elements: economic development,carbon emission control,energy use,resource utilization,low-carbon technology,park management and security mechanisms,24 indicators in total.4.The weights of indicators were calculated using analytic hierarchy process and Delphi method,and benchmark value and low-carbon rating of the index system were determined.5.The energy consumption of Nanning High-tech Zone is mainly in the traditional “high carbon” energy,but the proportion of clean energy such as biomass and natural gas has increased year by year,and biomass fuels has replaced coal become to the mainly energy mode of the park after 2014.6.Using the constructed low-carbon evaluation index system of Guangxi industrial parks applied to Nanning High-tech Zone as empirical research,its low-carbon development level in 2015 was evaluated.The results show that the low-carbon rating of Nanning High-tech Zone in 2015 was grade II,a medium low-carbon industrial park has been established.
