| It is an important action of achieving sustainable development to launchcity eco-construction.Based on the actual conditions of launchingeco-construction of the cities in Jilin Province, this paper has described thenecessity and feasibility of city eco-construction, probed into the connotationand characteristic of city eco-construction, analyzed the guidance function ofthe sustainable development theory, circular economic theory, ecologicaleconomics principle and ecological regulation and control theory in the courseof lauching city eco-construction, and discussed how these theories connectedwith launching city eco-construction. The basic situation, the advantages andrestriction factors of eco-construction of main cities of Jilin province have alsobeen introduced in details in this article. To the existed questions of cityeco-construction and the development trends of city eco-constructionmanagement information in the eco-construction of main cities of JilinProvince, the background , theory meaning and actual meaning of setting upeco-construction management information system(MIS is a shortened form ofmanagement information system) of the city have been explained; the researchof current situation of the urban MIS, development principles, approaches andenvironments have been described, and the whole course designed and realizedto the system in network analysis have also been recommended based on theresearch we did.A MIS about city eco-construction has been designed on the basis ofabove-mentioned research. This system is developed on winXP platform, withVisual basic 6. 0 as foreground toolkit,with Access 2000 as backstage supporterdatabase. Another big advantage is its low cost and powerful function. This cityeco-construction MIS puts together all relevant information of main citieseco-construction in Jilin Province systemically, and classifies theseinformation , this software systematizes scattered materials,changes particularmaterials alone into shared materials, therefore, has realized the modernizationof city eco-construction material in management . We can understand to someextent about background, current situation and information of various fields ofcity eco-construction through this system, this system puts up a platform tograsp the eco-construction information in the cities, and offers informationservice for city eco-construction of Jilin Province.Jilin Province main cities eco-construction MIS is made up of basicinformation module and special appraisement module. The basic informationmodule is made up of the management module of city property, the figure, thetask and goal, the engineering project, the key eco-industry information,development and protection of resources information, the environmentalcomprehensive administration information, the traffic networking information,the eco-civilization information and the multimedia information. Basicinformation module can browse, input, edit property information, spaceinformation and other relevant information of city eco-construction etc. Thespecial evaluation module is made up of the module of the eco-constructiondegree, sustainable development evaluation, index system, and evaluationstandard model. The special evaluation module can evaluate the degree ofeco-construction and sustainable development; browse and inquire with theeco-construction relevant indexes system and evaluation criterion andevaluation model have also been realized, and the function and realizationcourse of each module have been introduced in details in this article.The system has also introduced the realization course of each module inthe systems from the design of the database and interface. In implementationstage of this system, the systematic design plan can be changed into theexecutable software through programming. The user interface of this system isfairly friendly; personnel who are familiar with Windows operation system canoperate this system in an expert way quickly since the system adopts Windowsstyle. All operation interfaces adopt the push-button menu, which is designedbeautifully, ocularly and flexibly. Due to its operation mainly by mouse, itdoesn't really require too much computer skills from personnel. In the processof browsing and inquiring city eco-construction contents by employing thissystem, it runs with high speed and inquires about accurate results.This text has further investigated the degree of city eco-construction andsustainable development of the urban ecosystem .the real eco-constructiondegree evaluation index system in Jilin Province and sustainable developmentevaluation index system have been constituted; evaluation criterion of cityeco-construction degree and sustainable development have been set up; theweight and hierarchical standard have been established. Two courses ofevaluation have been summarized. Based on above establishments, Developingthe eco-construction degree appraise module and sustainable developmentappraise module. City eco-construction MIS realizes two kinds of systemsevaluation, Using two modules to appraise of main city of Jilin Province, theevaluation results are in good conformity with reality.
