Application Of The Critical Chain In The Scheduling Management Of BX Gate Station Project

With the rapid economic grow in Guangzhou, the insufficiency of energy as natural gasis increasing year by year, but the rate of self-sufficiency in energy of Guangzhou is very low,the energy supply is mainly depend on import, contradiction between energy supply anddemand will be more and more obvious. At present, the Second West to East Gas PipelineProject, the Zhuhai Gaolan Port LNG Station, the Sichuan to East Gas Transmission Project,Air-Sea Landing Engineering Projects are being constructed, to tie in with the Second West toEast Gas Pipe Project and multiple gas project’s arrival in future, Guangzhou needs to build abatch of facilities for receiving and assorting natural gas, to meet the needs of gas pressureregulator and feeder. Because the growth of natural gas demand in Guangzhou is very fast, tosupport the project construction, schedule management is the necessary premise to guaranteethe quality and complete the task.At present, most of the projects are using CPM/PERT as the representative of thetraditional network planning technique for the project schedule. However, the traditionalproject schedule planning methods are mostly considered time constraints, choose the zerofree float or minimal work package as the critical path, that is why in actual application theprojec process can be easily delayed. With the critical chain technique develop and apply, ithas considered constraints of resources and human behavioural factors in the project schedule,can partly overcome the deficiencies of traditional project schedule management methods,provides managers a better basis for scheduling management.This article takes BX natural gas station project for an example, to find out the currentscheduling problems, and applies critical chain project management (CCPM) technology inthe project, seeks for critical chain management method in natural gas station projects throughthe construction of the BX project, optimizes scheduling management for natural gas projectsin Guangzhou and Guangdong, makes natural gas projects provide faster and better powerfulenergy supply for region economy development.
