Research On Fund Management Of A Sewage Treatment Plant In H City Under PPP Mode

Since the 19 th National Congress of the Communist Party of China(CPC),people in China have paid more and more attention to environmental protection and realized that "green water and green mountains are golden mountains".In order to solve the problem of urban sewage treatment and integrate social resources,more and more sewage treatment projects adopt the PPP model(public-private partnership).However,in recent years,there have been some discordant voices in the society,believing that PPP model is a kind of "pseudo-cooperation" between the government and social capital.The fundamental reason for this argument is that the profitability of social capital in PPP model has not been well reflected.In order to analyze this problem,this paper,based on the method of case analysis,takes a sewage treatment plant in H city as a specific research object to study the fund management of sewage treatment plant in PPP mode.Firstly,this paper summarize and study the relevant background and concepts.Secondly,on the basis of the detailed description of the project case,the fund management of each life cycle is briefly analyzed to explore its possible risks.Thirdly,this work conducts in-depth research on project fund management to verify the existence of risks and summarize the existing problems of the project.Finally,the paper gives some suggestions on how to solve the existing problems.In the analysis and study of the whole case,there are the following conclusions: first,PPP model is necessary and feasible for the sewage treatment plant;Secondly,there are problems in the fund management of the sewage treatment plant under the PPP model,such as single financing channels,high risks during construction and operation,insufficient fund management,etc.Third,in order to protect the rights and interests of stakeholders,necessary measures should be taken to avoid the potential risks.Broadening financing channels,formulating effective risk control schemes and strengthening fund management are all effective ways to control project risks.Based on the research on the fund management of a sewage treatment plant in H city under the PPP model,we believed that this work can be used as reference in managing sewage treatment projects by PPP model in the future.
