Study On Coordinative Development Of Coastal Zones

The length of coastal zones in China is about18000km, which only accountsfor about13%of the whole national land. More than70%of big cities and50%of thepopulation are gathered there, with60%GDP producted. Coastal zones have been themost dynamic economic region in China. However, with a growing number of peoplemove to the coastal zones and the higher demand of economic and social development,changes happened including the growing coastal zone resources shortage, seriousenvironment pollution and marine ecosystem deterioration. It has become the mostconcerns in coastal zones, that how to solve the conficts happened during thedevelopment of coastal zones and how to coordinate the relationship between theresources, environment, ecosystem and population, society, economy for the sake ofcoordinated and sustained development in coastal zones. Lots of researchers have sofar carried out amount of researches on the coordinative development on differentregions and from various aspects, which push forward the development of theseregions. However, almost all of them focused on terrestrial cities or regions. Only afew researches were about coastal regions, and moreover, they didn’t put thecharacteristics, such as the marine ecosystem, marine resources, coastal and marinecomprehensive management skills, into the evaluation index systems, which couldn’tassess the coordinative development of coastal zones thoroughly and systematically.In the dissertation, based on systematical, scientific, targeted, operable andhierarchical principles, from the man-land relationship coordination aspect, andconsidering the characteristics of nature system and human system of coastal zones,putting the marine ecosystem, marine resources and marine comprehensivemanagement skills into the evaluation index systems, an evaluation index system ofcoordinative development for coastal zones is set up. Then, the standardizationmethod is selected and the wights of indicators are calculated using the AHP andDelphi method. Coefficient of variation degree model is used as the method toevaluate the coordinative development of coastal zones, and then the evaluationcriteria is determined. Using the evaluation model of coordinative development of coastal zones builtbefore, set Fujian Province as the study area, first from the time axis aspect, on theprovincial scale, the dynamic changes of coordinative development level of FujianProvince from2001to2011is studied; then from the spatial aspect, on the countylevel, the coordinative development level of every county and the spatial distributionis studied.The reasons that cause the uncoordinative development of coastal zones inFujian Province are discussed. The countermeasures from the coordination betweeneconomic growth and environmental protection and from the regional coordinationaspect are put forward.
