A variety of environmental policy instruments in the eco-tourism management process are to a certain extent played a role. Command-controlled environmental policy tool is an effective tool in the eco-tourism management. Because of its strong pertinence, on specific events send a targeted administrative instruction, make policy implementation fast, powerful, through the direct control of the acts of the parties, and the related laws and regulations to ensure the validity, security. Compared to the economic incentive policy tool with the command-control policy tools have the flexibility characteristics, which mainly rely on the market mechanism to play a role in, The most common form of economic incentives tools are emission taxes, subsidies and ecological compensation. Because of the existence of government failure and market failure, public participation type tool has been widely concerned, in the field of ecological tourism management, the most common policy tools have ecotourism certification, ISO14000environmental management system, the voluntary environmental agreements. In practice, this paper takes the Zhangjiajie national Forest Park as an example, application of three kinds of tools of environmental policy in the actual management of ecological tourism.Through the empirical analysis and research of Zhangjiajie National Forest Park, we can prove the environmental policy tools have played a positive role in ecotourism management activities, and to a certain extent showed the effectiveness of environmental policy tools in the management of ecotourism. At the same time, as the law, policy of ecological tourism and economic system continuously have been improved, environmental policy tools will promote ecological tourism management positively, and make ecological tourism activities develop well.The use of command control policy tool plays an important role in the effective implementation of conservation, and ecological tourism management of ecological tourism resources; economic incentive policy tool helps stimulate tourism subject in the premise of pursuing their economic interests or utility maximization, and tourism subjects make use of advanced technology and tourism development method consciously to minimize the impact of tourism activities on the environment; public participation type tool is a kind of invisible pressure on ecological tourism management behavior of individual and government, this pressure makes them realize their rights and obligations of protecting ecological environment, moreover strengthen the protection and management of the environmental problems of tourism and promote the development of ecological tourism management.
