An Economic Analysis Of Environmental Regulation In China

With the tightening of resource constraints,serious environmental pollution,degradation of ecosystems and other increasingly serious environmental problems,the world's demand for ecological transformation is growing.For our country,the problem of environmental pollution has become the the shackles for economic and social sustainable development.In recent years,environmental issues become the focus of attention because of frequent haze weather.The key to meet people's need for better air quality and healther environment is effective environmental regulation.On the basis of summarizing the existing research at home and abroad,this paper aims at optimizing the existing environmental regulation system in our country.Firstly,the paper analyzes the meaning,main content and policy category of environmental regulation,and then uses the classification research method to study the respective theoretical basis,characteristics,limitations of command-control environment regulation,market environment regulation and voluntary environmental regulation.Secondly,for the three environmental regulation in our country's practice of economic analysis,and analysis of the reasons for the low efficiency.Thirdly,based on the command-control environmental regulation is the most important environmental regulation system in our country.In order to understand the efficiency of environmental regulation,we use the method of data envelopment analysis to control the environment Environmental regulation efficiency,and further use the VAR model to analyze the influencing factors of command-control regulation efficiency,and obtain the contribution of each environmental regulation policy input index to the regulation efficiency.Finally,according to the reasons of the low efficiency of environmental regulation in Chapter 3 and the conclusion of the empirical analysis in Chapter 4,the suggestions and measures of environmental regulation are put forward.Through the establishment of a command-controlled environment to regulate the output-input evaluation system,it can be found that the efficiency of our command-control environmental regulation tool exhibits an inefficient state in most of the years 1995-2014,it'srelated with the way of economic growth and the Indicators of environmental regulation,like environmental policies,environmental science and technology research and development,environmental capital accumulation and environmental talents.Through the analysis of the economic analysis of market-based Instrument,we can finnd that the market-based environmental regulations have grater incentive to reduce emissions and pollution for enterprises,with higher development potential.there is an expansion trend for the market-based environmental regulations in china.But compare with the mature environmental regulation system in developed countries,china's regulation need to be adjusted on the sewage charges and the initial definition of emission rights.Through the analysis of voluntary environmental regulation tools,it can be found that voluntary regulation can better play the role of public supervision,but there are still high barriers to entry and lack of public participation in voluntary regulations.Based on the above analysis,this paper further analyzes the causes of environmental regulation in China,which is mainly due to the imperfect environmental regulation system,the low level of environmental science and technology and the weak awareness of participants' environmental responsibility.Based on this,this paper further puts forward the countermeasures to improve the environmental regulation system,improve the level of environmental science and technology and strengthen the sense of environmental responsibility and encourage public participation,so as to provide suggestions for the good development of China's environmental regulation system and the improvement of pollution control efficiency.The purpose of this paper is to provide theoretical and empirical basis for China to formulate more effective environmental regulation policies,and to provide decision-making reference for relevant departments to achieve targeted environmental regulation objectives through environmental tools.
