| With the development of economy and the improvement of people’s living standard, there’s a increasing amount in the hazardous waste, if it handled improperly, will cause serious consequences. Hazardous waste also couldn’t exclude the dangerous properties, which may cause harmful effects on the environment and human health in solid or liquid state. Hazardous waste usually contains both recyclable and unrecyclable components, which can be separated in the hazardous waste recycling center through a variety of processing technology. As long as the hazardous waste is separated into recyclable and unrecyclable parts, the recyclable parts can be reused, while the unrecyclable part will be handled in the center or transferred to the specialized hazardous waste disposal center. Different from the general logistics facility location problem, the hazardous waste recycling center selection problem is distinguished by its hazardous waste characteristics, the location risk analysis is important in hazardous waste recycling center selection problem, with the help of risk analysis, the location risk can be reduced to minimum level.Considering the basic theory and practice of Hazardous Waste Management, Logistics Facilities Location, Risk Management, Operational Research, this paper studies the location selection problem of hazardous waste recycling center. The risk of the hazardous waste recycling center is analysised, which is divided into three kinds, that is population risk, environment risk and property risk, also, the measurement formula of each risk is determined, then a total risk formula of hazardous waste recycling center location selection is proposed on the basis of a unified dimension. By analysising the game playing relationship of the hazardous waste recycling center, a bi-level programming model can be presented, where government decision-making departments is at Leader position, with optimization objective of minimizing location selection risk, transportation costs and construction costs, the Follower position is hazardous waste recycling enterprise, the objective is minimizing the total transportation costs. This bi-level programming model takes the selection risk of hazardous waste recycling center into consideration. Furthermore, a heuristic algorithm is proposed to solve this bi-level programming model, combined with the numerical example, a result can be concluded:with the consideration of hazardous waste recycling center’s risk, the bi-level programming model can reasonably determine the location of hazardous waste recycling center with the lowest risk and cost. |
