With the rapid development of the economy of our country, the quantity of hazardous wastes is increasing constantly, then the risk to place hazardous wastes in storage is also increasing. If they are not handled properly, not only the natural environment and human healthy will be endangered seriously, but also a large number of recyclable resources will be lost.Hazardous waste logistics center is a gathering place for a large number of hazardous wastes. Because of the special harmfulness of hazardous wastes, if a dangerous accident happens, it is easy to cause certain harm to the surrounding environment, residential areas and property. Then the recovery process for hazardous waste must be paid special attention. Choosing a good recycling center can not only reduce the costs and the risk, but also save the limited resources and satisfy the requirements for the fairness of the people.In this thesis, considering the characteristics of hazardous wastes and the risk equity, and using the theories of logistics location problem and the risk management, the location selection problem of a hazardous waste recycling center is studied. The main work and innovation of this article are as follow.Introducing the gravity center method, and combining the risk minimization with the maximization of the risk equity effectively, the multi-objective programming model is presented for the location selection problem of a hazardous waste recycling center. And the solving method for the model is given.The risk equity can only guarantee the fairness maximum of all residence areas around the hazardous waste logistics center, but the differences between the risk equities of residence areas still exist. In order to make up the differences, the target of risk compensation is introduced in this thesis to maximize the risk equity. This target can maximize the risk equity, and at the same time the different risks between residence areas can be reduced.The computation for a practical problem is given to verify the feasibility of the model presented in this paper. The candidate addresses of hazardous waste recycling center are determined by using the software LINGO14.0. By analyzing the numerical results, we can obtain the conclusion that the scheme considering the risk compensation has more advantages. It can not only maximize the risk equity for residence areas, but also can satisfy the requirement of each residence area for fairness.The model established in this paper can provide an important reference for government to decide the location of hazardous waste recycling center.
