Climate change has become severe challenge which the sustainable development of social economy face, the carbon emission from the fossil fuel based the structure of the traditional energy consumption and land use change are the major factor which cause climate change, and the carbon emission from land use change account for about1/3. Low-carbon economy comes to be a brand new development model in order to face the challenges of climate change. Human actives are closely related to land use, such as economic construction, industrial distribution, urban growth, energy consumption and so on, and should be reflected in the finally by different land use manner. Take practical Land use patterns which significantly reduce carbon emissions is an important prerequisite which development low-carbon economy. Especially under Low-carbon economy background, it is important how to implement land use and management based on low-carbon emission.From the perspective of energy consumption, this paper analyze carbon emission effects of land use in Chongqing city, and employ the concepts of decoupling and the concepts related with decoupling in the field of environmental research to analyze the status between carbon emissions land use and economic development in Chongqing city, and set up land use structure optimization model to analyze land use structure in Chongqing city, and put forward measures and proposals for optimizing land using structure. The mainly study contents were listed as below:(1)The author summarized the advances of external and internal researches, from accounting of regional carbon emissions, low-carbon economic, carbon emission effects of land use, low-carbon land use theory, low-carbon land use evaluation and structure optimization and so on, and analyzed low-carbon land use and adjustment carbon emissions by land use structure optimization with an announcement of shortcoming in present studies.(2)The paper analyzed land use change from the number, structure and layout of land use in Chongqing city. In the numbers, cultivated land and grassland are decreasing, and cultivated land has made rebounds after2008because of statistical differences; forest land and construction land are increasing. In the structure, some of land types are decreasing:grassland greater than nature reserve greater than other agricultural land greater than other construction land greater than cultivated land, others are increasing:orchard and perennial plantations greater than traffic and water conservancy facilities land greater than forest land greater than urban-rural construction land greater than water area. In the layout, cultivated land and construction land:one hour economic circle greater than north east wing of Chongqing greater than southeast wing of Chongqing; forest land, grassland and nature reserve:north east wing of Chongqing greater than southeast wing of Chongqing greater than one hour economic circle.(3)Research on carbon emission effects of land use perspective-based energy consumption. The article establish carbon emission model based on energy consumption, and set up the correspondences between the carbon emission amount of fossil energy and different land use types, estimated the carbon emission of land use from1997to2010in Chongqing city, and used indicators like total carbon emission, carbon intensity per unit area, carbon intensity per unit of GDP, carbon footprint and so on, analyze carbon emission effect of land use from total carbon emission of energy consumption, carbon emission temporal and spatial variation of land use. Results display, total carbon emissions of energy consumption are increasing, increased from3796.12×104t (1997) to9435.21×104t (2010), growth rate per annum is6.72%. In temporal changes, total carbon emissions of land use are increasing, there into carbon emission of the rural residential land are decreasing, carbon intensity per unit area of land use:independent industrial land greater than land for special uses greater than traffic land greater than urban land greater than rural residential land greater than farmland and traffic and water conservancy facilities land; carbon intensity per unit of GDP are decreasing. In spatial changes, total carbon emissions of land use:one hour economic circle greater than north east wing of Chongqing greater than southeast wing of Chongqing, and one hour economic circle are decreasing; north east wing of Chongqing and southeast wing of Chongqing are increasing. Carbon footprint and ecological deficit:one hour economic circle greater than north east wing of Chongqing greater than southeast wing of Chongqing.(4)The paper used the concepts of decoupling and the concepts related with decoupling in the field of environmental research to analyze the status between carbon emissions of land use and economic development in Chongqing city. The research result shows that the state of decoupling is expansion negative decoupling from1997to2000, the growth rate of carbon emissions of land use faster than economic development growth; the state of decoupling is weak decoupling, the growth rate of carbon emissions of land use smaller than economic development growth, there still is a long way to progress strong decoupling.(5)The paper established a linear programming model to optimize the land use structure on the aim of largest carbon accumulation and smallest anthropogenic carbon emission. The results reveal that the objective to make carbon storage maximization, to make carbon emissions minimization is consistent. Land use structure optimization has a remarkable carbon emission reduction and carbon accumulation effect. Land utilization structure optimization plan can provide the reference to the land use adjustment in Chongqing city.(6) To advance low-carbon of land use by the land use optimization, from adding carbon sinks and carbon emission reduction and regional differences of Chongqing put forward some countermeasures and suggestions.(7) The last part is conclusion and discussion. After summarizing the main points of this paper, and point out the innovation and the deficiency of this paper, finally propose the forecast to the further research.
