With the further development of urbanization, urban construction and management arefacing the new requirements and challenges. GIS technology is the urban spatial informationmanagement and the main tool to express and important means, and widely used in urbanplanning. The traditional urban planning is using2D GIS technology to support a cityimplements spatial information management system. The technology of inquiring planeinformation and analysis have been fairly mature, but the technology of using and displayingspatial information and fails to meet requirements. With the deployment of3D GIStechnology and the increased requirement of the city planning, the trend to improve the2Dtechnology to3D technology is inevitable.In this article, the city planning application’s overall design is made based oncomprehensive understanding and investigation about performance of related software,integrated the existing research results and on the basis of3D urban planning decisionsupport system. This article detailed the description of the relevant contents of systemconstruction, the3D landscape building and Skyline software development, make full use of2D GIS in the analysis, inquires the mature technology aspects and3D GIS in space showsthe unique superiority, and finally realized the integration of the both2D and3D urbanplanning decision support system. The system could make the government planningmanagement department, the engineering construction department and project developmentdepartment, as well as the city residents can have a vivid concept and understanding of thecity planning project. This system could shorten the distance from normal citizen and thecity planners, and provide a unified platform for every involved departments of cityplanning for communication and cooperation. Using this system will make city plannersmuch easier to find of the flaws of city planning project, improving the quality of planning,and speed up the planning process.This article focuses on the research of Skyline software, and based on the3D visualization technology,3D terrain model and geophysics model, system function and theimplementation method and2D to3D linkage operation.3D technology part is the core ofthis system, and2D section only as a linkage of operation related contents in the simplenarrative.
