With progress of society and development of technology, Smart Grid has becomegrowing trend of future grid. The operation of power grids is consisted of electrical powergeneration, sub stations, transmission, distribution, consumption and other sections,user-side is an important part of electric power grid. In a long term, it has always been asonly consumption unit, and the need of user is often met by increasing power generation,so the peak-valley value is increased. In recent years, new energy has been greatlydeveloped, intermittent sources, such as solar energy and wind energy source, make theproblem of peak regulation more significant. We keep our focus on solving problemsexisting between supply and demand through cutting or shifting the electric charge of users.At the same time, low-carbon lifestyle is advocated all over the world, saving electricity isa significant part of it, but now, electricity waste is common in universities, such as TV instandby state, water dispenser working at night and so on. The wasteful habits are notworth a mention from a single user, but the bad habits will cause great waste from wholesociety. Hence, either peak shaving or energy conservation acts a big role in real life.Therefore, viewed from user-side standpoint, the paper suggests building User-EnergyManagement System, UEMS; as the main transmission means in this system, a newwireless communication technology, Zigbee wireless communication, is used inestablishing UEMS experimental system, and we can realize to manage and monitorelectric devices by this system. The specific works are as follows:First, considering the practices of well-known enterprises at home and abroad inHEMS (Home Energy Management System), BEMS (Building Energy ManagementSystem) and E2MS (Enterprise Energy Management System), the concept of U-EMS(User-Energy Management System) is presented in this paper. Then, specific grid structureof three kinds of U-EMSs is given, the latest development of U-EMS is introduced, the keyfeature of U-EMS is studied.Second, the fundamental functions of archetype system of U-EMS are planned,experiment environment of archetype system is established, Zigbee communicationtechnology which is main technology of supporting U-EMS is introduced, such asarchitecture of Zigbee network, process of establishing a new network and applications ofZigbee.Third, The author preliminarily designs user-energy management archetype system, ithas realized basic functions including electricity power acquisition of electric equipment,electric equipment open and disconnect, and calculation of total power consumption. At thesame time, new functions modules can be added on archetype system, and networkarchitectures of different size can be built, make it satisfy different types of users.
