The safety assessment system of airlines safe status and maintenance quality management evaluatethe commercial aircraft maintenance quality objectively and analyzed the security risks andvulnerabilities, it is of great significance to enhance reliability and safety of the system. The assessmentof commercial aircraft maintenance quality is a typical problem of LPHC (Low Probability and HighConsequences).This kind of problem always deals with a large number of variables and many differentpotential sources of evidence. So the paper firstly analysis the index system of commercial aircraftmaintenance quality, starts from the traditional MMEM theory. At last, accomplish the establishment ofindex system at all levels based on factor analysis and clarify the affiliation relationship among theindexes.As a specific aviation security system, the maintenance safety assessment system possesses thecharacteristics of complex which is controlled by multiple factors and is influenced by qualitative andquantitative indicators at the same time. The paper assesses qualitative and quantitative indicatorsrespectively based on Fuzzy Synthetic Evaluation Method, AHP Method and Bayesian belief network.Then accomplish the BBN model of structure. The paper uses airlines historical data as Bayesiannetwork learning case of parameter to get NPT (Node Probability table) and BBN software GeNIe andNetica to build the safety assessment model, in addition, we conduct probability calculation reasoningfor the model.
