According to the China civil aviation safety report, aircraft maintenance is still one of the three important factors on influencing civil aviation flight safety. As the main carrier of aircraft maintenance, aircraft maintenance department's safety level will influence aircraft's maintenance and flight safety. Due to the monitoring and feedback effect of safety performance for aircraft maintenance department SMS, this paper makes a research on the safety performance indexes assessment for aircraft maintenance department, aiming at objectively and accurately measuring the actual safety situation of aircraft maintenance department, discovering and resolving the safety-influencing weakness and deep problemsThe paper contrasts and analyzes some related studies of safety performance,summarizes the definition, the category, the influence factors and the assessment methods of aircraft maintenance department safety performance, studies the SMS and safety performance management of aircraft maintenance department. Then it analyzes the 4 dynamic systematic characteristic of safety performance indexes by system science theory, adds the element of quality into the MMEM model and makes an improvement on it which is called for MMEMQ as theory basis, builds a safety performance indexes system of aircraft maintenance department including 5 primary indexes and 30 secondary indexes. Besides, it researches some theories about fuzzy measure, fuzzy integral and triangular fuzzy number, proposes the assessment semantic meaning based on triangular fuzzy number and a new kind of safety performance indexes assessment method based on fuzzy measure.At last, it applies both of the indexes system and assessment method to a certain civil aircraft maintenance department for some practical safety performance assessment and obtains the initial assessment data by experts. After simplification, reliability analysis, validity analysis and programming calculation, the final result shows:1) the actual safety condition of the department is just well, but some parts still need to be improved; 2) the department should resolve the safety problems from the 3 elements of staff, environment and quality in priority;3) the result accords with expected research purpose and preliminarily verifies the indexessystem and assessment method feasible and effective.
