Along with the rapid develop of economy and urbanization in China. Such asbamboo shoots after a spring rain like rise of high-rise public building. The importanceof high-rise public building is becoming more and more obvious. However, thecomplexity of structure, functional, and other reasons also causes enormous risk in firedesign, evacuation, and rescue. In such situation, the fact that, fire risk managementability always misses the pace of the development of high-rise public building continuesto attract people’s attention. Based on the theory of risk management, fire science andengineering, this paper focuses on high-rise public building in service in city as theobject, do carefully research on the daily fire risk management mode of city high-risepublic building. The main content includes:1. Based on the theory of risk management, fire science and engineering, this paperdiscusses the concept of high-rise public building in service in city and thecharacteristics of its architecture, and analyzes its fire characters2. Relying on fire source theory, we indentify damage capability factors andresistance factors from severity level and possibility. With the help of casualty analysismethod, we further analyze both damage capability and resistance factors.3. Based on damage capability and resistance, we establish the index system for the fire risk management of high-rise public building in service in city, and introduce theway of calculating all the factors and calculate the weight of every index.4. We set up the fire risk multi-level response mode model for fire riskmanagement of high-rise public building in service in city on the basis of fuzzy overallevaluation method.5. By applying this model in a high-rise public building the correspondingimprovements have been put forward, so as to consummate the fire risk management.This paper aims to effectively control the fire risk from its source through “allfactors, Multi-level” and provides available basis for the research on fire riskmanagement of high-rise public building in service in city, so as to promote the fire riskmanagement ability of the administrator.
