In water conservancy project’s process of construction, there are a lot of different kinds of risk factors, because the construction cycle is long; the scale is big; the environment of construction operation is complex; the coverage is wide and personnel is complex. But reservoir is one representation of water conservancy project. This paper will mainly research risk factors of construction period of medium and small reservoirs.Through identifing construction period’s risk characteristics of medium and small reservoirs, the life-cycle of construction period should be divided into three stages: construction stage of earth-rockfill dam, construction stage of spillway and construction stage of water conveyance cavern. Life-cycle of earth-rockfill dam’s construction stage will be devided into four stages; Life-cycle of spillway construction stage will be devided into two stages; Life-cycle of water conveyance cavern construction stage will be devided into two stages.In this paper, risk factors of earth-rockfill dam’s construction stage will be identified, analyzed, and evaluated mainly. Life-cycle of earth-rockfill dam’s construction stage will be devided into four stages: construction diversion stage,dam base’excavation and foundation treatment stage, earth-rockfill dams filling and rolling stage, slope protection and drainage’facility’s paving stage. Every stage has several risk factors. Appropriate way will be selected to identify risk factors in every stage. Analytic Hierarchy Process and Fuzzy Comprehensive Evaluation will be used to do analysis and evaluation in this paper. Calculation of index weight will provide basis for insurance mode’design at last.
