China is the largest number of dams in the world, which build areseervoir damblock85000, and accounted for93%of earth-rockfill dam. Most of the earth-rockfilldam was built before twentieth Century eighty, by the technical constraints, the designand construction of a lot of earth-rockfill dam are not perfect, and have not beenstrictly quality review. After decades of operation, most earth-rockfill dam has avariety of large and small dilapidated, earth-rockfill dam in the operation of differentdegrees of dilapidated state, threaten the downstream people’s life and property andeconomic construction. So we need to get the safety risk evaluated for dam thatjudging whether the dam is in the status of safety operation. This paper has evaluatedwith safety risk for earth-rockfill dam.(1) According to “Guidelines on dam safety evaluation”(SL258-2000) thesystematic classification of the dam, the index system with seven appraisal factors areset for earth-rockfill dam, which includes project quality, operation management,flood control standard of review, structure safety, seepage, anti-seismic capability andmetal structure. Based on “Guidelines on dam safety evaluation” for earth-rockfilldam risk index segments as the target layer, criterion layer and factors layer that setup a three layer of earth-rockfill dam risk index system, in order to morecomprehensive and indepth research of earth-rockfill dam safety risk status.(2) Quantitative for the earth-rockfill risk index system that based on “Guidelineson dam safety evaluation” in the details requirements for each subsystem to made therisk index of quantitative standard. First of all, the qualitative description of riskindexes and combining expert experience method, finally completed thequantification of risk indexes.(3) Selection of fuzzy analytic hierarchy process (AHP) to calculate the riskindex weights and then by set pair analysis (SPA) and variable fuzzy set forevalustion of earth-rockfill dam modeling at various levels. The first reference to“Guidelines on dam safety evaluation” and other relevant literature that divided intofive security levels in safety risk evaluation of earth-rockfill dam; and then to set pairanalysis and variable fuzzy set to model analysis on the index system of earth-rockfilldam that calculate to the dam system of the evaluation results which can analysis thesafety grade of the earth-rockfill dam. Combining with an instance of a reservoir that compare with the calculation of the modeling and the dam security report that samewith the results of dam risk grade, prove the safety risk evaluation of earth-rockfilldam based on the two methods are reasonable and feasible that the evaluation result iswarning role in the operation and management of earth-rockfill dam.
