With the great development and advancement of China economy and society, especially of the international trade and shipping industry, China recognizes the great importance of saving lives and the need to be directly involved in rendering maritime search and rescue (SAR) services to persons in distress. Beside reduction of loss of life and suffering by providing rescue services, a State’s concern and involvement with SAR may offer other advantages. Well performed SAR operations can provide positive publicity about situations which may otherwise be viewed negatively. At present, each coastal state has established a basic search and rescue service organizations, especially after the implementation of GMDSS, search and rescue service system structure is largely the same, but there is a big difference in service quality. In order to improve the SAR service quality, the first and foremost task is to improve the SAR service system, and the maritime SAR service system for analysis and evaluation is the core of all the work. Therefore, it is very necessary to evaluate the effectiveness of the maritime search and rescue service system to realize maximum effectiveness of the SAR system.The SAR service validity which this paper studies is a process to transform operational requirements and national commitments into the provision of SAR service, namely the involved parties of SAR must be committed to providing the best possible SAR service with available resources. This paper first introduced the five stages of a maritime search and rescue (SAR) service system. On the basis of analyzing the cause of the effectiveness of the maritime search and rescue service system, combining the ideas generated by experts about the influence factors on the effectiveness of the maritime search and rescue service system, the effectiveness of the maritime search and rescue service system evaluations index system including awareness stage, initial action, planning stage, operations stage and conclusion stage are established, and membership function is set up for all the indexes employed. In the latter part of the paper, it establishes a evaluation model of the effectiveness of the maritime search and rescue service system using fuzzy reasoning to achieve effectiveness evaluation which can promote the development of the SAR service system and the practice theory of the SAR and can enhance the mutual understanding and strengthen cooperation between the search and rescue organizations. Finally, this paper will put the model into use on a SAR service to verify the feasibility of the model and analysis the result of the evaluation.
