Walking traffic is an important component of city traffic, then modern cities need walking environment according with the demands of person. Nowadays, the research of planning, building and managing work of sidewalks has gotten more plentiful accomplishment in domestic, that has established strong foundation for constructing good walking environment. However, it is still short of the work for appraisement for level of service of it in domestic, that will inevitably weaken the effort of making good walking environment. Therefore, it is very necessary to study the LOS of sidewalks from domestic actual condition to reasonably guide found good walking traffic environment.The evaluation Levels-of-Service for sidewalks was mostly grade evaluation based on the vehicle flow theory, without considering feelings of pedestrians which cannot reflect the real LOS. Therefore the thesis analyzes all the elements that influence LOS from the point of subjective feelings of pedestrians, and sets up LOS evaluation mode adaptable to domestic traffic condition.The thesis selects 11 kinds of evaluation indexes and sets up Fuzzy Grade Model and Comprehensive Index Model on the base of Analytic Hierarchy Process and Fuzzy Evaluation Theory, which forms a set of mode of quantity and quality.The mode is found to be simple, applicable and feasible by testing. The evaluation mode can be used to evaluate LOS as well as construction and contrasts between reconstruction measures are taken before and after. It also effects in arranging construction projects. Moreover, the mode can be used as a reference to improve urban walking environment, urban grade pedestrian capacity and level of service.
