The thesis introduces the policies of graduates with non-marine educational background to start a marine career and the corresponding background where it results from. It researches the status quo of advanced mariner in international market and that of domestic job market for newly college graduates. The thesis presents characteristics of the non-marine educational background graduates and the current domestic research status of the policies regarding their participation to the marine business. The thesis analyzes the advantage of non-marine educational background graduates and their difference from those with marine educational background. At the same time it summarizes the current marine career participation status of those who are non-marine educational background graduates.The thesis sets up an evaluation model to measure the incumbency status on the position of 3rd mate between non-marine background and marine background graduates. The research was carried out under the principle of comprehensiveness, relative independence, operability and hierarchism, and determined a 3-level evaluation indicator system. The system adopts a hierarchism analytical methodology to define the weight of the corresponding evaluation indicators, and gave a comprehensive comparison and analysis between the non-marine and marine graduates’incumbency evaluation on 3rd mate position based on the results from the evaluation model, the evaluation indicator system and surveys of captains. The research resulted in a comparison score table between the non-marine and marine background graduates on 3rd mate position. The score table consists of 59 evaluation indicators, among which 38 are of the 3rd level,17 are of the 2nd level,3 are of the 1st level and 1 is of the final indictor. The evaluation indicators provide the reference for further improvement of policy implementation for non-marine background graduates to participate the marine career.
