The latest report of the World Energy Organization shows that the natural gas will play an important role in world energy mix in future. LNG carriers (LNG ships) are special transport tools which transport liquefied natural gas to the point of consumption or transit point at sea. In recent years, the LNG shipping market continues to heat up. In the "12th Five-Year" period, a large number of LNG terminals which the country invest a lot to will be in construction or in operation from South China to North China. In order to guarantee the security of LNG ships and terminals, relevant authority requires the implementation of mandatory simulator training and assessment for maritime personnel. As an important part of student training, assessment means a lot. It is imminent to develop the LNG ship liquid cargo operation evaluation system with independent intellectual property rights.Up to now, LNG ship liquid cargo operation simulator has not been developed and there are a few relevant resources. Taking the Neptune CHS imported from Norway Kongsberg Maritime as the object of study in this thesis, the author mastered the processes and the indicators of the real ship operating by studying a large number of English literatures, related LNG shipping knowledge and a detailed analysis of the LNG ship loading and unloading operating procedure and precautions are analyzed. Hierarchical classification to system indicator is achieved and LNG ship operating evaluation system from the three aspects of security, environmental protection and economy is constructed through repeated experiments and seeking experts’advices. The relevant requirements of the "Dapeng Moon" LNG carrier is partially consulted in the process of construction and the indicator requirements will provide a reference for the actual operation of the LNG ship management.The author analyzed and studied evaluation method of system, constructed the judgment matrix based on the Analytic Hierarchy Process, solved the problem of contribution of various factors, calculated the contribution of various factors by MATLAB language tool. The results are in line with the experts’judgment experiences and the method is scientific and reasonable. Membership grade function models are constructed by the concept of fuzzy comprehensive assessment.Assessment system of the LNG ship loading and unloading operations is developed by VC++6.0 programming language and the results confirmation is conducted. Results prove the system is able to assess student operating behavior objectively and effectively and provide help and guidance to users.
