Formal Safety Assessment On Loading And Unloading Of Container Ship

With the implementation of "the Belt and Road" strategy in our country,maritime transport,especially container transportation,will make considerable headway therefore,to ensure the safe operation of ships has become the focus of maritime countries around the world.Container handling,as the key link of container transportation,plays an important role in the safe transportation of container ships.This paper chooses container handling as the research object to improve the safety level of containers handling and to ensure the safety of container shipping.Combining with the actual research,the FSA method is used to study the safety of loading and unloading of container ships according to risk identification,risk assessment and decision making.First of all,this paper describes the characteristics of container cargo,ship characteristics,cargo distribution,shore-based cargo handling equipment and containers handling terminal cargo on the basis of the cargo operation process.In combination with expert consultation and questionnaire survey,the loading and unloading process of container ships was analyzed comprehensively and its influence factors were established.Then,the Delphi expert survey method and the analytic hierarchy process(AHP)were used to obtain the evaluation index and corresponding weight of container ship loading and unloading.The fuzzy comprehensive evaluation method with high practicability is used to establish the evaluation index system,the membership degree and the weight of each factors,and establish the mathematical model of the safety evaluation of containers handling.Finally,according to different influence factors,the decision-making and suggestions on the safety of container ship loading and unloading are given for personnel,ship,management and environment.The safety assessment is carried out with the example of the ship of "ZHONG WAI YUN BO HAI".
