With the company’s development andgrowth, the existing security management method is far from enough. If thecompany wants to keep continual evolution and holds its predominance in themarket competition, it has to enhance security management of petroleum refiningproject.Based on the analysis of the topic background and the company Safety Management, this paper applied an accident theory and project management theoryto study the oil refining engineering safety management development strategy ofJilin Mengxi Company. The oil refinery project has some features, such as moreworks of insecurity, the rapid development of engineering technology, strictengineering quality standards and the difficulty of the construction site management.The oil refining project also has some problems in the security management, such aslack of professional security management team, imperfect system, and difficultconstruction safety management. Therefor, based on the problems above, The JilinMengxi Company formulates the oil refining project safety management strategy.The safety management strategy formulation of Jilin Mengxi petroleumrefining project is based on safety management ideas and policy of Jilin Mengxi,safety management institutions and system of Jilin Mengxi petroleum refiningproject, safety management process analysis of Jilin Mengxi petroleum refiningproject and reference international advanced safety management experience. At thesame time, understand and apply dupont experience. To ensure prosperousimplementation of safety management strategy, we need to guarantee it from fouraspects. They are optimizing safety management mechanism, introducing talents,implementing safety management business structural development and enhancingcooperation ability of safety management team.
