Substation project has features such as large amount of investment, long project cycle,many uncertain factors etc. The key to its success or failure depends on the correct decision,while the decision is based on feasibility study which carriesout scientific analysis andprediction on the project. So it is necessary to scientifically evaluate the feasibility of thesubstation project. In the past, substation construction projects always highlighted theimportance of technical and economic evaluation, but paid insufficient attention to theanalysis of the operation environment of the project. However, the success anddevelopmental prospects of the project are closely linked with the resources, marketconditions, competitive conditions, macroeconomic conditions, and natural conditions. Onlyif a comprehensive and correct analysis of impact of these conditions on the project inensuring the environment meets the conditions of operation of the project, the project canproceed smoothly. This paper is based on the general project operation environmentalassessment theory and various ways of substation construction projects operationalcharacteristics, from the resources of the substation, the market demand environment,competitive environment, the macro runtime environment to start Jingyu220KV substationproject assessment. The results show that the project’s operation environment is excellent.This project evaluation can provide a reference for operation environment assessment ofsystemic substation project. In order to ensure the smooth running of the project to providerelevant and reliable basis, and each special assessment should ensure that the project putinto production and application with security, reliability, and success, thus provide overalljudgment of operation environmental merits and sustainablerun conditions, theimplementation of the substation project, complete the evaluation, analysis, research, andfinally obtain accurate, complete and effective running program, which is also animportant foundation of the need for and the results of the various special assessmentprojects to maximize the benefits. This article is a specific project for a feasibility study on a number of ways to use a large amount of data to prove the feasibility of the project, Jingyu220KV substation project on the actual construction of the project is an important referencevalue, the actual construction is an important tool for the design, which is the significant forthis article.
