The reform for integrated automation has been implemented for State Grid Corporation of China by the end of 20 centry. From the beginning of 21 centry, it is a developing trend that many local and enterprise aubstations have started the reform and upgrade for integrated automation system. In this disquisition, an example for substation reforming and upgrading is described. It is a real project (Upgrading and Reforming for Integrated Automation System of Wangjiahe Substation), planning, implementing and project management for this project are studied in detail.The reforma and upgrade total solution for Wangjiahe substation has been created with the integrated automation develop trends at the project studying stage. It is based on the shortcoming for current substation. A layered-distributed architecture is used for the integrated automation upgrading system.The upgrade solution is as an guideline and is used during the whole project implemention. Based on the loading proformance for Ekou Iron Company, Relay protection system is optimized and the measure-control system is re-configured. The RCS-9000(integrated automation system, manufactured by Nanrui Tech) and RCS9200 are used as the integrated automation and measure-control system. SCADA/EMS(NT2000) is the power grid monitor system, the monitor data and information are transferred by this tool. The monitor data also can be published to interanet and internet.While the upgrade and reform project finished, the operation results are collected and analyzed. The data analysis result identify that the operation behavior matches what the project expects. The relay protection responses quickly and stable, also it decreases the pulse impact to power grid when the local fail is occurred. The power quality is improved aparently. The mis-operations are avoided after the five-defense system equipped. With the modern monitor system, the operators can get the status for power grid operation and issue the control instructions. The Wangjiahe substation operates much more safe and stable.By now many substations need to be upgraded and reformed, the project management experience for project planning, project implemention, test mothedologies can be used as other project. These experiences are the common sense and guidline. They are helpful and useful to substation intergrated automation system upgrade and reform, project planning, implementation and evaluating.
