Inter-city Rail Transit network of Pearl River Delta services central cities in the Pearl River Delta region, and the intercity passenger transport between Pearl River Delta and Hong Kong, Macao regional, it is the infrastructure between cities on the city group, closely interdependent and reasonable division of labor, it is a new public transport system of intensive shuttle train. It has the active and important significance for the realization of Pearl River Delta Urban Agglomeration integration, it also guide the development of Pearl River Delta urban system, safeguard the foundation of Guangdong, Hong Kong and Macau Special cooperation area, improve the international competitiveness of Guangdong Province.This paper introduces the present situation of the planning to Pearl River Delta Regional Inter-City Rail Transit Network and expounds it from transport organization and transport economic theory briefly. Furthermore, this paper analysis the limit of operation and management in the Pearl River Delta inter-city rail transit network, especially financing current situation and operation status, it also analysis the influence factors of operation and management mode in order to put forward specific proposals. This paper determines the principle on selection of the Pearl River Delta inter-city rail transit network operation management pattern according to the theory of factor and the actual situation, analyses and compares of the domestic and foreign existing operation and management mode of the Pearl River Delta region. It puts forward suggests and analyses reasons on operation management model on the Pearl River Delta inter-city rail transit network from a professional perspective and ownership structure angle respectively. This paper dynamic analysis of inter-city rail transit network operation and management mode of the Pearl River Delta according to the" planning" with the development of Pearl River Delta inter-city rail transit network. The paper puts forward a mode changing from vertical integration management to horizontal integration management and from the state-owned models to the joint state-private ownership patterns, then analyses the characteristics of the Pearl River Delta inter-city rail transit network, gives the proposed model and analyses the advantages of this model for each period.Finally, an evaluation index system is established for the operation and management mode. Then this paper introduces the feasible evaluation methods simply and provides the thought of evaluation.
