Hydroelectric Construction System is complex and uncertain because of its large scale, complex natural condition and technical condition, more units joining into the construction and wide scope. There are many difficult problems in the construction organization and management. In this paper, some of the uncertainties influencing factors in construction process are considered for studying the construction schedule optimization and control theory of large-scale water conservancy project. By using Monte Carlo simulation and multi-objective genetic algorithm, the construction optimization scheme is provided. Scientific theoretical analysis method and advanced techniques are provided for the engineering and technical personnel, managers and decision makers to promote better development of the design and construction management. Main research work and results of this paper are as follows:(1) Take the first phase of south-to-north water transfer middle route project, Tianjin Route BaodingⅠsection as example, through investigating and studying construction objects, the construction scheme, construction organization and administration and the actual construction schedule of each section of the projects that have been completed and under construction to analysis the key problems of the construction organization.(2) The box culvert project is key project in BaodingⅠsegment of the south-to-north water diversion project, steel trolley is used to pour concrete during the box culvert construction.There are lots of factors influencing the work of steel trolley,so the speed of the steel trolley are regarded as random variable,we assume that these influencing factors is accord with the random sequence of triangular distribution.MC simulation is introduced to analyze and forecast these factors, then the steel trolley speed change during the whole construction process is analyzed.(3) The construction schedule optimization of the large-scale water conservancy and hydropower project is a multi-objective optimization problem. In this paper, the optimization objectives are the minimum number of steel trolley and maximum the length of concrete pouring .The NSGA-Ⅱthat with the elitist strategy is introduced to solve the optimization problems.(4) The relationship between the numbers of steel trolley and time interval of the adjacent rolley under different construction completion rates is analyzed. These are a basis for decision making to decision makes.
