The reliability and automation of ship and marine equipment have reached high level today, while the human factors are still main reason causing sea accident. The complementation of STCW Convention1995revision and the ISM code have reduced the occurrence of the accidents resulting from human factors to a certain degree, But in the ship security system, the human factors didn’t get good solution, this determines the human factors problem still will be one of the key research.It is well recognized that the majority of accidents at sea are caused by human factors, some people still believes that professional knowledge and skills are of the most importance to safety of ship, while ignoring the non-technical skills.This paper conducted in-depth analysis and research into current status and connotation of the engine room resource management, human factors in Human resource management and Safety Science,Then Established system framework of the engine room resource management on the basis of qualitative analysis of its content.and with use of Analytical Hierarchy Process to make quantitative analysis.the author gained factor weight value further to provide a basis for Determination of training content and key training content.besides this paper Established system framework of Non-technical skills and conducted tentative Evaluation of Non-technical skills training.
