By media of containers, way of multimodal transportation, container logistics combines seaway, railway, road and inland water in an organic way. That way an integrated transportation network is formed and the ’door-to-door’ transportation is realised. The advantage is obvious. However, the problem that lies behind this advantage is often overlooked:while containers make business convenient, they can become empty containers, and the reuse of empty containers usually requires the empty allocation which will not bring any economic benefits. The problem of empty container allocation has been the biggest problem that harasses the shipping companies.Firstly, this article studies on the allocation, background, currentcircumstances of empty containers briefly. Then it analysis the transfer process, reason,feather and the core issue of empty container reposition and so on.Based on the analysis above, that port cooperates with shipping companies, leasing companies and cargo owner as a variety of roles is illistrated in ChapterⅣof this paper. In ChapterⅤ, this paper designs initial choice of the model of the new model tosimplify the actual calculations based on cost, timeliness, and feasibility factors. According to the cooperation data of COSCO Container Groupand Dalian DCT Terminal, compare the economic indicators in the new model of cooperation proposed in this paper, the feasibility of this mode and found a new mode of participation in container ports and shipping companies. We test that if this mode would reduce total cost of empty Container Repositioning, and thus prove the need for participation of the port, as well as the feasibility of a new modelin practical applications.Finaly,this paper optimize the port part of container transporting, to improve the yield of theshipping companies, expansion of port operations, improve the competitiveness of the port area, reduce costs, improve economic efficiency; improve the utilization of transport equipment, reducing container total to improve the quality of service, improved container management system for shipping companies.
